For the GS-07:
You must have one year specialized experience equivalent to the GS-5 in the Federal service. Specialized experience is defined as:
Provided grants and agreement support to management specialist; Reviewing files for completeness; closing out files upon completion of work; Assisting in preparing correspondence. Assisted with a variety of duties associated with the day to day operation of a program, maintaining relationships with stakeholders such as government agencies, universities, for profit and non-profit organizations; inputting and updating data into the grants and agreements information system; OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (go to this site determine if you are eligible:

//www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp ). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09:
You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as:
developed and maintained relationships with stakeholders such as government agencies, private industry, universities and others. Assisted with the coordination of meetings with internal and external parties regarding new development projects. Assisted with the development of plans, implementation, coordination, evaluation of projects, and tracking of projects progress. Assisted with the planning and execution of Community events and services such as coordination and facilitation of public meetings, outreach efforts, and community roundtable discussions. Assisted with the oversight of contracts, grants and agreements, and partnership quality assurance surveillance to ensure performance was within contractual provisions and regulatory requirements. Assisted with the Implementation and administration of grants and agreements (e.g. volunteer agreements, participating agreements, collection agreements, cost-share agreements, cooperative agreements, etc.). ; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
